Grant programme concept 25 August 2026
This is not a grant for startup development. The funds go to the enterprises in the form of a package of export services. The implementer is paid only for work actually delivered for each enterprise, against a certificate of completion.
Not a single hryvnia is spent on building the platform. It has already been built and populated at our own expense: 61 manufacturer pages published, every module tested in operation. The donor finances the onboarding of enterprises, not the creation of the tool.
Programme diagram
A manufacturer with 20–50 employees does not reach foreign markets on its own. To be found by a foreign buyer it needs all of the following at once: a website and product cards in foreign languages, translated specifications, buyer research by country, correspondence in a foreign language, and a record of every enquiry.
That means five to seven different contractors, a year of time and a budget the plant does not have. The enterprise stays on the domestic market — while real demand exists in the EU.
Small and medium-sized manufacturing enterprises of the region: an operating production site, an own product, readiness to ship for export, screening against sanctions lists and dual-use controls. Selection is carried out by the Regional Development Agency together with the donor. Priority goes to enterprises that preserve jobs.
| Online ExpoHall package | Status of the tool |
|---|---|
| Manufacturer page and product cards on an international B2B storefront | in operation |
| Page translated into 13 languages; platform interface — 100 languages | in operation |
| Own account and CRM: every buyer enquiry in one place | in operation |
| Outreach to foreign buyers on behalf of the enterprise | included in the price |
| Chat with auto-translation: the buyer writes directly to the enterprise | in operation |
| Infrastructure for onboarding sales agents in Europe | ready to be switched on |
| Staff training on the account and correspondence | included in the package |
Work with a sales agent is arranged as follows: a deal is attributed to the agent who brought it, communication runs in a shared chat of “enterprise + agent + buyer”, and both sides pass verification. The enterprise itself decides whether to work with an agent and on what terms.
The asset stays with the enterprise: storefront, contacts, correspondence, account.
€2,000 — the price of the Online ExpoHall package. One package — one enterprise. Outreach to foreign buyers is always included in this amount and is never charged separately.
The funds are tied to a specific enterprise rather than to the programme as a whole: if an enterprise does not confirm participation, the package remains unused and returns to the programme pool.
| Enterprises in the programme | Programme budget |
|---|---|
| 100 | €200,000 |
| 250 | €500,000 |
| 500 | €1,000,000 |
| 1,000 | €2,000,000 |
The minimum size of the programme is 100 enterprises. The exact number is set by the agency together with the donor; the options above are indicative.
The donor receives its own access to the programme account — creating this access is a separate budget line. The account shows online:
Reporting is not a PDF at the end of the year, but continuous access to the data at the moment it appears.
Baseline values are recorded at entry for each enterprise separately, so that the increase is measurable rather than declared.
The storefront, the account, the contacts built up and the correspondence stay with the enterprise. From there it either pays for support itself or stops — the asset it has gained does not disappear together with the programme.
The region gains a pool of export-ready enterprises rather than a one-off event.
